My friend, a 23 year old man, is psychologically being held captive by his mentally unstable dad

LONG READ BUT PLEASE HELP!!
Hey guys, my friends and I need some advice regarding another friend of ours - let’s call him John. John is a 23 year old full grown man whose dad controls him to this day. First of all, his dad is very evidently mentally unstable, ridiculously commanding, manipulative and very aggressive - causing frequent unnecessary arguments. Unfortunately, John is a child of divorce and his dad is his only family. His dad was very strict when he was a child, but it only got worse as he went into adulthood. Here are some points to support my argument: - When John acts out of line, he still gets “grounded” and “forbidden to leave home” for weeks (this could be the result of even the tiniest acts like coming home “late” one night) - John’s dad is CONSTANTLY tracking John’s phone to know his whereabouts at ALL TIMES. Even when John’s dad is out of town, John will get in trouble via FaceTime if he is away from home - and get grounded. So when his dad is away, John logs into his ‘Find my Friends’ iPhone tracking app on a spare phone to leave at home in order to leave home freely. - John has CCTV around his house and IN HIS ROOM - which is wired to his dad’s phone. So his dad can watch him literally at all times. - John’s dad has access to all of John’s bank accounts and credit cards against his will. (Note - John’s dad does not have a proper job, receives government welfare, and has a serious gambling problem - which caused him to gamble away their house in the past) If John is caught “spending too much (of his own) money” he would be grounded. It is so severe that John would sometimes transfer some money to his friends, just to transfer back to him to a secret account so he can hide his spending from his dad. Also it is important to note here, John’s dad has hypocritically accessed John’s credit card to cash out at Casino ATMs. Basically John works hard for money that goes straight to his good-for-nothing dad. - Whenever John defies his dad’s commands, or refuses to be “grounded”, his dad will blackmail and threaten John with his life, saying that he would kill himself if John doesn’t listen to him. - A ridiculous example - John’s dad will get furious when he himself leaves the stove on at home, and forces John to go home from work/uni to turn the stove off for him. His dad’s clumsiness once led to their kitchen burning down and John copping it. - John’s dad will refuse to let him go on road trips or any trips with friends (even when they have been fully paid for by John) because John didn’t study/work hard enough one day, or played games too long etc. This happens every time, few days before the trip like clockwork. His dad hates us and probably does this on purpose to prevent John hanging out with friends.
Now, John is a very intelligent, ambitious man that’s always been top of his class academically. He’s also been very successful career-wise due to his high grades and friendly persona. I suspected that his father has some kind of mental illness causing him to be so dependent on John (it is sometimes as if he is farming John to financially provide for him in the future, and hence needs to keep him away from the rest of society so he can solely focus on his success). At times, his dad reminds me of the mother character in the animated movie ‘Tangled’.
Anyways, the worst part of all this is that John’s perspective is that - at the end of the day, it is his dad and his only immediate family. And he seems to be accepting of his fate. Despite his friends constantly telling him to retaliate and resist, he just cops if. His dad always gives him a false sense of hope in terms of John’s independence Eg) “you can move out when you graduate”, “you can move out when you get married” etc. John literally clings to these statements and thinks he will find his freedom soon - but then is hit with another empty promise.
My friends and I want to know, is there anything legally that we can do to help him out? Even if he doesn’t even know that he needs help? Is there anything we can report or are our hands tied? We have been wondering for YEARS what we could do as individuals external to the situation but This MUST be some sort of harassment for a grown adult man right???? Is there possibly any sort of helpline he could call for some advice or to smack some sense into him?
